US Home Prices Up… What about South Lake Tahoe?

South Lake Tahoe, CA home prices gradual decline continues

One thing that is interesting about national real estate trends is they usually precede those of South Lake Tahoe, CA. In other words, we usually see national real estate trends appear later here than they do in primary home markets across the country.

In that context, and particularly as it relates to home sellers, one can only hope that an increase in home prices will eventually be seen here. But that is certainly not the case here now. Yet.

In fact, and this is the very good news for home buyers, South Lake Tahoe, CA home values continue to decline. Since the first of the year, the median sold price has declined by $20,000, and it is exactly that sort of even better news that continues to attract today's smart home buyers.

South Lake Tahoe home prices have not been better for buyers in a decade. Mortgage interest rates have never been lower, making this a bit of a perfect storm for home buyers to take advantage of current real estate trends and conditions.

  • Here's a few bullet points about today's Case Schiller home index report via the Associated Press:
  • Home prices rose for a fourth straight month in most major U.S. cities in July.
  • The housing market remains depressed, and prices are expected to decline in the coming months.
  • Home prices are expected to drop again this fall and winter.

Lake Tahoe Community College Awarded $230,000 Federal Grant

A large federal grant into Lake Tahoe Community College isn't going to raise local home prices, nor is it going to lower them either. What it does do is make our community services all that much better for those who live here. Or for those who might want to live here, especially home buyers with children.

As found in a recent Tahoe Daily Tribune article, Lake Tahoe Community College has recently received confirmation of a $230,000 Department of Education grant to provide services to 500 low-income, first generation college-bound students at South Tahoe Middle School and South Tahoe High School.

As found on the Department of Education website, this grant program, called "Talent Search", has its focus on youth from disadvantaged backgrounds.  The grant goal is to increase the number of children who complete high school and enroll in and complete their post secondary education.

The types of services offered through Talent Search, include academic, career, and financial aid counseling, tutoring, assistance in preparing for college entrance exams and completing college admissions applications, and exposure to post secondary campuses, cultural events, and other academic programs.

Each of these services are designed to improve participants' high school persistence, graduation with a regular high school diploma, completion of a rigorous secondary school program of study, college enrollment and completion.

The South Lake Tahoe, CA residential neighborhoods that are closest to Lake Tahoe Community College are Al Tahoe, Bijou and Sierra Tract.

More Retail Developments at the Y?

We've all heard the rumor, a certain retail clothing and home decor store is coming in the old Mikasa and Millers Outpost building at the Y intersection. If the scuttlebutt actually has teeth, then South Lake Tahoe will soon have a new outlet for designer and brand name fashion, accessories and home decor at substantial savings to department store prices.

This will also represent another national business bet into our community, and that will be a good thing for us all.

Here's what we do know that is happening in this 5-year long-vacant location. A fence has been erected and a new roof is being installed. The city says the building may soon have a new tenant.

The South Lake Tahoe, CA residential neighborhoods closest are the Y Area, Gardner Mountain and Tahoe Island Drive.

A Gas Station, Convenience Store and a Car Wash

Sometimes an old building sits vacant too long. One of those eventually became a bit of an eyesore at the intersection of Emerald Bay Road and Lake Tahoe Boulevard. This is the "Y" and that old building is no longer.

In its place is soon to be a new gas station, convenience store and a car wash. All are welcomed in this important South Lake Tahoe, CA connective point.

The gas station is a Raley's Aisle 1 Fuel Station, which will include 12 fueling stations. This will be the 12th gas station for the Raley's grocery store chain, which has dozens of locations throughout Northern California and Northern Nevada. Aisle 1 locations offer discounts on gas fwith the purchase of at least $50 worth of eligible groceries at a Raley's-owned grocery store.

The closest South Lake Tahoe, CA residential neighborhoods to this new development are the Y Area, Gardner Mountain and Tahoe Island Drive.

New Tenants for Bill's Casino Building

While we realize it can be a stretch for some to parlay the incidence of new retail businesses into a boost for a housing market, it does make sense that they represent a significant financial bet into a community.

Especially in today's U.S. economic climate, one can only assume there is only one reason to for a business to make an investment into a new location: to make money. Much goes into risk and profit potential assessment, we realize, and what this means to us, and to South Lake Tahoe, is new business investment is an investment into us. As such, the more and better businesses and services that are here the more folks will likely want to buy a home here. This we feel is even more true when factored into the beautiful, world class resort that we are.

The old Bills Casino building is now completing new renovation and build-out for a CVS Drug Store, a Dotty's Casino and Bar and a new restaurant called Brewjangles. With long-term leases signed and contracted, these three new concerns in our community take up most of the building's 49,000 sq ft.

With more than 7,000 CVS pharmacy and specialty pharmacy locations across the country, CVS is the largest operator of drugstores in the U.S. At present there are two CSV stores on the California side of South Lake Tahoe, and this new one in the old Bills building will be the first here on the Nevada side of our two-state community.

What we much like about the new CVS investment here is they are a company known for extensive market analysis prior to opening new stores. That they have a willingness to open a third outlet shows the company's faith in South Lake Tahoe. (more about CVS here)

Operated in some 70 locations in the U.S. by Dotty's Gaming & Spirits, Dotty's is more of a small cafe and bar with gaming machines than it is a traditional casino. This new iteration of that model will use 6,500 square feet of the old Bills building in a space that the Dotty's owner says is more "like your grandmother's kitchen" than a casino. Also taking up 6,500 sq ft of the old Bill's building space, Brewjangles is a bar and restaurant which will have fireplaces, over 20 T.V.’s, hand tossed pizza’s and more than 50 beers on tap.

A 2,500 square foot Pilates studio and a 1,200 square foot jewelry store are also expected to occupy smaller spaces in the building's completely redone interior.

The neighborhoods closest to this new development are the Stateline Area on the California side of South Lake Tahoe, and Lower Kingsbury on the Nevada side of the state line.

Improvements to South Lake Tahoe High School

While we understand local high school improvements may not benefit a vacation home buyer with no school age children, they certainly do make for a better education climate for home buyers with children who intend on living here.

Improvements to South Lake Tahoe High School abet its educational and athletic programs, and are seen by school administrators as a means to improve academic performance and to increase student enrollment, which after a decade of decline, has recently stabilized (here). Some of these improvements are:

The Theater Arts and Design Academy Building is a new $9.3 million facility that is the key focal point of the school district's "if you build it, they will come" enrollment strategy. The new building will house a professional theater, recording studios, editing suites, a tiered orchestra room, all engineered to exacting professional standards.

Planned to hold summer workshops, classes and live performances, the new Theater Arts building will become a community gathering place, as well as a summer facility to provide extra income from the school. This new building is part of an overall $94.3 million investment into the local educational infrastructure. Included  is the recently completed Green Construction Building, a Transportation Building, and Stadium View Building. It will also include modernization of the school gymnasium, a new student union and sports medicine building. Completion for all is expected by 2014/2015 school years (here).

Athletic program improvements are perhaps more immediate to the community at large. This includes a new high-end synthetic turf football and soccer field, and four new 70-foot light poles, each with 10 fixtures to light the new field.

These improvements are part of a $1.1 million effort to renovate the school's athletic facilities, which also includes a new concession stand and restrooms. Some $340,000 of this budget was devoted to the new turf and field lighting. An additional fundraising effort is under way to add new bleachers and improvements to the concession area as well.

The South Lake Tahoe High School is closest to the Gardner Mountain, Y Area and North Upper Truckee residential neighborhoods.

Sierra Colina Village

Sierra Colina Village is a residential development project that apparently has recently been cleared to proceed by a recent federal court ruling (here). If this assumption is correct, and it does appear that it is, this development will have a positive effect on our local housing industry. It means more affordable choices for home buyers, and particularly so for those who desire new construction.

Located off Lake Village Drive on the Nevada side of South Lake Tahoe, Sierra Colina is an 18-acre, 50-unit subdivision of single and multifamily homes. Within these 50 residential units, 41are to be townhome condominiums, and 9 units are to be affordable single family homes.

At present, we are unsure when construction of Sierra Colina Village will be completed, but the addition of 50 new residential properties into our Nevada housing inventory is most welcomed.

According to the Sierra Colina Village website (here), the development aspires to become the first neighborhood in the Lake Tahoe Basin designed to meet state-of-the-art standards for creation of sustainable homes that will provide energy savings and a variety of long-term quality of life benefits to future homeowners and the community.

It will provide a mixture of Leadership in Energy and Environmental Design (LEED) Green Certified and Energy Star rated sustainable market-rate and deed-restricted moderate-income homes.  Sierra Colina Village is striving to become the first neighborhood in the Lake Tahoe Basin to have all its homes meet state of the art green sustainability criteria.

The project is adjacent to the Lake Village residential townhome and condominium neighborhood on the Nevada side of South Lake Tahoe.

Lake View Commons

In the first week of August, the first phase of the Lake View Commons project broke ground. Funded by the California Tahoe Conservancy, the project is a multi-agency effort that represents a $7.5 million total investment into the South Lake Tahoe community infrastructure. Construction costs for this first phase of the project are estimated at $4.5 million of the total budget.

Centered around El Dorado Beach across from the Campground by the Lake and the El Dorado County Library, the project includes waterfront improvements, a LEED certified public bathroom, a public concession stand, the construction of stairs leading to the beach, a non-motorized boathouse, new barbecue areas, seating areas and an access ramp for the disabled. Repair of an erosion-damaged retaining wall is also included.

Phase two of the project includes the construction of a cantilevered walkway along the eastern part of El Dorado beach.

The Lake View Commons area is within the Al Tahoe residential neighborhood of South Lake Tahoe, and is within a short walking distance from the Bijou neighborhood as well.

Trout Creek to Ski Run Project

Last April, Caltrans, in partnership with the city of South Lake Tahoe and the Tahoe Regional Planning Agency, broke ground on a $40-million 3-year project to improve infrastructure between Trout Creek and Ski Run boulevard.

The 3-year project includes building sand traps, storm water detention vaults and filtration ponds to collect and treat runoff before it enters Lake Tahoe.

The project includes construction of new 6-foot-wide bike lanes and ADA-compliant sidewalks, which are considered to help reduce vehicle emissions. Also included is new pedestrian lighting, new intersection signals, landscaping and new pavement.

“This project will help meet water quality goals, recreation goals,” says TRPA spokeswoman Julie Regan. “It will help us on a number of fronts.”

The area from Trout Creek to Ski Run Boulevard includes the Al Tahoe and Bijou residential neighborhoods in South Lake Tahoe, CA (map).

California Conservation Corps Tahoe Service Center

The California Conservation Corps is in the middle of a $22 million community investment in Meyers, one of South Lake Tahoe's residential home neighborhoods in El Dorado County.

This project includes construction of a 6,600 sq ft multi-purpose building and a new 14,000 sq ft administration building. Both are going up adjacent to a 24,000 sq ft residential building which is being renovated.

Project completion is estimated for September 2012, and a second phase of the project, bringing the total community investment to $26.6 million, is in the works.

The California Conservation Corps offers a one-year employment and education program to California residents from ages 18 – 25. Corps members do conservation work across the state.

Corps members here in South Lake Tahoe work on U.S. Forest Service projects, which include forest fuel reduction, Angora stream restoration, fire mitigation as well as work on the Rubicon and Ward Creek Trails. They also respond to emergencies, wildfires in particular.

Through a partnership with the Veteran Green Jobs Program, CCC members also include veterans who have recently served in Iraq and Afghanistan.

One of the more immediate contributions these improvements are making into the community is the multi-purpose building cafeteria is now a meeting place for local homeowners and businesses.
